Renders a transcluded "Stamps" section from a COM/CRT:Country page
Usage

- Renders a L3 heading line with the country name in the page language
- Renders a box to the right that links to the section from which the text is transcluded
- Renders the transcluded text, or
No information availableif the section is not found or is empty. - When used on a page in a language other than English, transcludes from the page language version of the COM:CRT/Country page if present, and the English version otherwise.
