Feature Request: Make "Time Travel with Song of Time" impact rando logic as in OoTMM randomizer #5971

This is similar to #5384, but in my opinion is distinct. I think this feature, as described in the OoTMM wiki, sounds very cool and I would like it to be present here at some point.
