Cmake DPNDL_PYTHON

Hello,

I've been trying to install PapillonNDL and it seems that when I try and turn off the Python bindings an error appears stating "[INSTALL DIRECTORY given no DESTINATION]" with the error on line 230.

I've tried both the latest development and stable version and the problem persists. And when I remove "-DPNDL_PYTHON=Off" the error no longer appears (provided I've remade the "build" folder)
