Check split-brain state of the GWs
GWs in pool group are notified on configuration changes - they should be completely synchronized on nvmeof objects - listeners, subsystems, namespaces: ids and ana groups.
GW that is out of sync cannot perform re-balance of namespaces, GW that is out of sync for the long time should be aborted
Suggestion is to perform split brain validation in the monitor. It gets GWs objects via the beacons
