Question: Why is SC 2.4.2 "Page Titled" categorized under Operable instead of Perceivable? #4992

Hello WCAG editors, I have a question regarding the categorization of Success Criterion 2.4.2 β "Page Titled" within the WCAG guidelines. Currently, SC 2.4.2 appears under the Operable principle (Guideline 2.4 Navigable). However, it seems that page titles primarily contribute to how users perceive and understand the content and context of a page. For example: Screen reader users rely on page titles to understand the page context when switching tabs or navigating between documents. Browser tabs display page titles to help users visually identify the page. Assistive technologies announce the page title to communicate what the page represents. Because the title communicates information about the page, it could be interpreted as contributing to the Perceivable principle, which focuses on making information and user interface components presentable to users in ways they can perceive. My question is: What is the rationale for placing SC 2.4.2 under Operable rather than Perceivable? Is the classification based on the fact that page titles primarily support navigation and orientation rather than content perception? Thank you for your clarification. |

I like your answer: page titles primarily support navigation and orientation rather than content perception. Under WCAG 2 Layers of Guidance there is a link for Understanding the Four Principles of Accessibility which explains the differences a little more. |

I'd add that the categorisation per se is ... mostly there to give a bit of structure. I wouldn't read too much into it. There's also cases where an SC arguably would fall under more than one principle. I wouldn't get too hung up on it... |
