Builds are normally available to testers within seconds of being added in Play Console. Internal testing is optional, but recommended as a starting point.
  • Closed testing: With closed testing, you can share your app with a targeted group of users that you control. This allows you to fix issues and ensure that your app complies with Google Play policy before launch. You must run a closed test before applying to publish your app to production. At least 12 testers must be opted in to your closed test when you apply for production access, and they must have been opted in continuously for the preceding 14 days. You can start a closed test after completing your app setup.
  • Open testing: Surfaces your app's test version on Google Play, allowing anyone to join your testing program and submit private feedback. Before selecting this option, verify that your app and store listing are ready for public visibility on Google Play. Open testing becomes available after you gain production access.
  • Production: Makes your app available to users on Google Play. Before applying for production access, you must run a closed test that meets Google Play criteria. When applying, you must answer questions about your closed test. At least 12 testers must be opted in to your closed test continuously for the preceding 14 days when you apply for production access.

You can also post about your app on social media and invite followers to sign up for testing.

Recruit a diverse group of testers to identify bugs and usability issues that might affect specific user groups or device types. Recruit testers who represent your app's intended future audience. For example, if you develop a productivity app for businesses, recruit business professionals from various target industries. The closer your test users align with your target audience, the more useful feedback you receive.

Tester engagement

Provide beta testers with clear instructions on how to test your app and report bugs. Specify the type of feedback you want to collect. Encourage testers to use as many features as possible to provide holistic feedback.

Provide a clear feedback channel, such as email, a website, or a messaging forum. Testers can also provide private feedback directly through Google Play.

Important: Inform your testers that they need to remain opted in to your closed test continuously for at least 14 days.

  2. Provide details about tester engagement during your closed test, including:
    • Whether testers used all available app features
    • Whether tester usage matched expected production user behavior, including details on any observed differences 
  3. Summarize the feedback received from testers and describe how feedback was collected.
  4. Click Next.

Part 2: About your app/game

Information provided in the 'About your app/game' section provides context about your app or game. Your answers are not displayed publicly on Google Play and do not affect app visibility, Play Console feature access, or eligibility for developer programs.

To complete this section, follow these steps:

  1. Specify the target audience for your app or game. Be as specific as possible.
  2. Describe your app or game value proposition:
    • For apps: Describe how your app provides value to users. For details, see app quality on Google Play on the Android Developers site.
    • For games: Describe what makes your game unique.
  3. Select an estimated install range for your app or game during its first year.
  4. Click Next.

Part 3: About your production readiness

Information provided in the 'About your production readiness' section helps evaluate whether your app or game is prepared for production release.

To complete this section, follow these steps:

  1. Describe any changes made to your app or game based on what you learned from your closed test.
  2. Describe how you determined that your app or game was ready for production.
  3. Click Apply.
    • Important: If you click Discard or quit without applying for production access, your changes won't be saved.

Next steps after applying for production access

After you submit your application for production access, Google reviews your submission. When the review completes, an email notification is sent to the account owner. Review usually takes seven days or less, but can occasionally take longer.

If your app requires additional testing, you may need to continue running your closed test. Reasons for required continued testing include having fewer than 12 opted-in testers or insufficient tester engagement during the testing period.

Ensure policy compliance

It is your responsibility to ensure your app is fully compliant with all Google Play Developer Content Policies before submitting it for production access. Google evaluates production apps for policy adherence, but review is not a troubleshooting step. Submitting non-compliant apps expecting reviewers to identify issues leads to rejections, review delays, and lengthier appeal processes.

Before applying, double-check that your app adheres to all policy requirements, paying close attention to these common areas:

  • App content and features: Verify that all content, features, and monetization models comply with Google Play policies.

Frequently asked questions

What does continuous 14-day opt-in mean for testers?

Testers who opt in, test for fewer than 14 days, and then opt out do not count toward the requirement. If a tester opts out and opts back in later, the 14 days must be consecutive to count toward the minimum requirement of 12 continuous opted-in testers.

Are there additional testing best practices?
