I was just curious, is there a reason box-sizing wasn't added to CSS 2.1, despite showing two interoperable implementations, AFAIK? I know it started as part of CSS3 UI, but if CSS 2.1 is supposed to be a snapshot of implementations, shouldn't some implemented parts of CSS3 (other than the selectors, I mean) be possibly put in CSS 2.1?

Or is the intention to make CSS 2.1 only a subset of CSS2 and leave new stuff to CSS3?
